Born in the Royal Kingdom of Batlokwa Pietersburg, where he was raised and completed his high education. He started his career in traffic law management 20 years ago. During his tenure as a law enforcement officer he became increasingly aware of the importance of having reliable traffic management equipment. During his many travels to the different police headquarters in Africa, he became acutely aware for the need of law enforcement equipment on the continent.

In 1994 he became the sole representative for Truvelo Manufacturers (PTY) LTD, a manufacturer of highly specialized traffic management systems. In 2003 Woodway (UK) accredited Phineas Manthata as an approved distributor and sole supplier of Whelen & Wooday products throughout the African continent. This led to the formation of Instrumentation for Traffic Law Enforcement (ITLE).
